Labor analyst Mr. Seth Abloso has noted that government has an obligation in accordance to the constitution to provide the enabling environment for job creation in the directive principles of safe policy.
He made this comment when speaking on Radio Univers’ news analysis program Behind the Headline whilst addressing the 145,000 jobs government is said to have created in a bid to reduce unemployment in the country.
Mr. Abloso said that there should be a realization of basic human right, a healthy economy, good health care, right to work and the right to education which are clear policy objectives under the directive principles of safe policy.
He added that the position of the chief labor officer should be respected and consequently he should be able to give a regional breakdown of figures and jobs that have been created.
‘’for instance these figures that the minister has, I expect that they would be channeled to the chief labor officer. The labor department has a critical role to play in management of labor relations in this country and their functionscannot be downplayed. He said
Mr. Abloso emphasized that the constitution provide cover for innovative private sector operators hence it is necessary to review the essence of job retention and the right way to have dealt with the brouhaha with Menzgold is not to raise alarm over its potential legality but rather study its operations and fasten appropriate regulations to guide their operations where both the interest of customers and state are protected.
‘’both the Bank of Ghana and the Security Exchange Commission were not clear what regulations should covermenzgold and what the nature of their operations should be. Regrettably we have created a situation of panic where from the banking sector directly it’s going to an area like menzgold where customers are demanding for their investment .the threat for our economy is that if we are not careful the financial sector will get into difficulty and it will affect the whole economy.’’He said
Mr. Abloso said the Act 930 law which governs the operation of banks in the country provides a discriminatory platforms for foreign owned banks against local banks.
According to him, it is a violation of the constitution for local banks to be put under strict regimes whilst foreign owned banks are not treated as such.
He advised that it is necessary to nurture and put measures in place to keep private enterprises in operation since entrepreneurship is hard to come by.
He further entreated officials of state and regulatory institutions to deliver their service in the right direction to prevent the country from facing financial crisis.
‘’There is a foreign owned bank in this country called Barclays bank, you see where it has grown from, what examples do we have, in our banking sector we are cheating and leaving casualties all along, this is not a way to nurture and promote the private sector to be the engine of growth.it is very important that state officials and regulatory agencies sit up and do the right thing ’’. He said.
